Open work permit eligibility

I am currently working in Montreal with a closed work permit, I have CSQ and I already applied for PR (QSWP) since two years. my question is: Do I am eligible for an open work permit?
Please people with experience answer me.

Nope, under QSWP you´re only eligible for closed WP under exemption A75, which allows you to apply without LMIA. Unfortunately there´s no BOWP in Quebec.
