Hello! I have a few questions that I am hoping someone can answer for me. I have been living here in Canada with my BF for almost a full year. I originally came June 28th then left and re-entered the country Dec 1st.
In April I applied for a visitor status extension because my status expired June 1st and I needed til July 1st to begin to apply for a PR via Common Law Partnership. (It said to apply 30days before it expires but i applied ahead of time).
So currently I have "implied" visitor status and still am awaiting approval from my extension (according to the site they are backed up on applications???). I check for updates DAILY. No luck.
Since its almost July 1st I wanted to get a head-start on my applications for PR.
My question is, Can I apply for PR if my extension application is still pending?
I also intend to apply for an Open Work permit as well. Is it better to submit an Open Work Permit Application with my PR application?
Last question, What do you think is better for my situation? Outland or Inland application? and why?

For how long did you leave? You have to meet a full year/365 days of living together with no long break in between for you to to qualify for CL.

Assuming you meet the CL requirements:

Yes.
I also intend to apply for an Open Work permitas well. Is it better to submit an Open Work Permit Application with my PR application?
Yes.

Last question, What do you think is better for my situation? Outland or Inland application? and why?
The answer depends on many factors.
If you want an OWP, then inland application is the only way to go. Outland apps don't have the OWP option. For inland, you have to live continuously until the PR application has been approved.
If you are an American, then it is best for you to apply outland.

If you meet the criteria, yes.

If you want a spousal open work permit as you wait for the application, yes.
Last question, What do you think is better for my situation? Outland or Inland application? and why?
If you want a spousal work permit while you wait, you must apply inland. Depending where you're from, outland could be much faster to complete the process.
