Just few days back I checked with HDFC bank forex card...conversion charges are less than DD, cash and TC.
Can be used in any ATM machine...useable charges are Rs. 20/- per transaction.

Bank will give proper receipt for the loading carried out in the card. Safe to carry. Two cards will be issued to u.

If any body used this service please let me know.

You can open a TD account from India. There is a Toll free number that you need to call and they will open the account. Funds can then be transferred to this account. CIBC and Scotia bank have the facility to open the accounts online as well.
