Licence is mandatory if you want to use the title. Also there are bridge training and EIT, per their info.
"Bridge training programs: If you are qualified in your profession but new to Ontario, you may benefit from a bridging program. Bridging programs help qualified immigrants move more quickly into their professions without duplicating what they have already learned.

Engineering Internship Training (EIT) Program
If you have been assigned a confirmatory examination program, you are eligible to be registered in PEO's Engineering Internship Training (EIT) Program. The EIT Program is designed for applicants who are employed in an engineering capacity. It is not a job search or placement program.

So you can get a licence only after you are in canada. Alberta(I guess is the only one) to provide something called "Foreign Licence", which provided you a provisional licence for those who meet all the requirements for a licence except one year canada experience. provisional foriegn licence will be coverted to full one when you fullfil the one year canada req. Not sure if this one year should be in Alberta only..!
We are aware about the bridging programs in there. The question is not about working there , it is about if an overseas candidate can qualify for a nomination while not yet being in possession of a licence to practice his regulated occupation or not !!

2. i'm seeing what wskamel said is sort of reasonable as it states (worked in an occupation regulated in Ontario) so we don't have a clear Idea if it refers to the applicant who is working in Canada or the reference to the occupation itself..
3. I did email them and waiting for their replay just to get a better explanation for such issue .

i tried to find whether 2173- software engineering is a regulated occupation in Ontario or not. but couldnt find details. anyone who knows about this??

I'm in the same boat and confused as hell about this.

I am working in India, my work is same as NOC 2173 (Software Engineer). This is a regulated profession in the whole of Canada, not just Ontario. So, I'm confused if I need the P.Eng. License now.

However, I have a few points:
a) I can always say that my intended occupation is "2174 or 2173". Can I say to them that I can always work in a job, which is non-regulated, but related to what I'm doing right now? For example, a candidate who is working in NOC 2173 would have worked in NOC 2174 earlier. So, I can work for 2174 occupations after I land and get a P.Eng. as soon as it is physically possible. Can I attach such an explanation letter with the application?

b) There is an Engineering Intern Financial Credit Program as well for International graduates - http ://peo.on.ca/index.php?ci_id=2063&la_id=1
However, it is another story that it would not let me sign up because of some stupid issues in their website.

c) Another option I have is to change my NOC to 2174 now. However, not sure how will it affect my chances with OOPNP.

Has anyone contacted PEO about this?
