Yes, if you were invited to apply under CEC (You can check this in the ITA letter) OR you applied under PNP AND you were and are still eligible under CEC, you can mention it as zero and explain this in a LOE.sid.r said:Thanks Raj!

A candidate may appear to meet the program requirements of more than one federal immigration program. When this occurs, the processing office must only determine that the applicant meets the requirements for one of the federal programs for which they have been tagged. Once the applicant is determined to have met the requirements for one of the federal immigration programs, there is no need for further assessment of the others.
Processing offices should assess PNC applicants for federal programs in the following order:
CEC
FSWC

Should the applicant fail to meet the requirements of the first program considered, the processing office should consider the other programs in which the applicant has been tagged until either the applicant meets the requirements of one program or all possible programs in which the applicant has been tagged have been considered.
If it is determined that the applicant does not meet any of the tagged federal immigration programs, the application should be refused under section A11.2. Misrepresentation should also be considered, where applicable.

Thank you Raj! I was confused about this because as you said, technically I am a PNP candidate. Even for OINP, I selected CEC stream. I have been working in Canada for more than 2 years now (same job) so I will meet all the CEC criteria. Do you think it will be confusing for the officer if I submit POF documents and still write a LOE saying i don't need to show funds as i am a CEC candidate? Since you are a PNP candidate, your details will be assessed in the following order CEC >> FSW >> FST. If you are eligible for CEC, the program criteria for CEC would apply to you and one of those criteria is not having to show funds.

Not required, IMO. You can just update EE profile with the new PP number and submit a LOE in e-APR mentioning that you changed the PP for XX reason.

Either way, you can write a LOE mentioning that you are a CEC candidate and you are exempt from POF requirement. Thank you, Raj! I think just to make it simple, I am going to write the amount I have in my bank accounts here since I already have a statement from the bank. I will also add an LOE explaining why I don't need POF (for CEC) and the amount is less than $12000.
