Just a brief check on others that were sending out files in October (or resending them), can answer you the rejection part.
If they want to reject your application, you will have it back within 2 weeks. Again, it seems that they access CEC applicants first.

The problem is that I am afraid they haven't opened the package yet and the 2 weeks might start any day :o

Check again some people before and even after you, and you will see just how fast did they get their package back. If your package is there a good month, so it might just be that you are one of the unlucky who will never recieve AOR mail, but will recieve the mail after that.

well good news from the bank, finally they were able to know that the money was withdrawn from their accounts yesterday. Not sure how much time until Ontario are able to generate a receipt. But this is good news right?

Exactly. If they took the Money your application is not rejected. Those that got rejected at the start got their Money back.
And that bank transfer only confirms why you did not get AOR yet. Give it until next week (for Money to reach Canada and being cashed there). And you will be on safe ground.

I am even in better position.
Canadian post is not uploading tracking for standard tracked letters. So I do not know for sure if the envelope is there (also until now every envelope was delivered).
My bank gave me the bank check, so I have also no idea when will that one be cashed.

This is excellent news, mine was cashed on Oct 14, and the AOR came on Oct 26. I saw the cashing slip in the AOR. So things are moving on your side. That's great.

And by the way, they open and mark the packages the day they receive them, my application form was marked with a red "Received 23/09/2016" stamp, the very same day that UPS got it delivered to the mailing room. They have a special room for incoming mail.

And how do I know all of that? Because it was returned to me exactly a week after, stupid of me I've missed one single page of the passport copy in the package and got it all sent back. Re-sent everyhting back the same day only by adding the missing passport page copy. Got the AOR 3 weeks after that.

So chill out buddy, everything's cool. At least you don't have your whole package returned to you like I had.

and yes, I think it's safe to say that if you don't get any mail from Canada in the first 2 weeks of the package delivery, you're good to go.

oh by the way, you are right, regular/registered (trackable) mail doesn't work for Canada, had the same issue while sending the docs to WES for ECA back in June.
Even if you pay for registered mail, you cannot track it once it leaves your country. But they usually get delivered in 10-15 days, Canadian postal services are quite good (like everything else they do) once your mail leaves your home country.
 
i paid DHL to have peace of mind. Received in 2 days. Cost me 80 euros from europe.

As funny as it is, Canada is kind of the first country, where I was not able to track trackable mail sent out by post office. And again stupid me, I did not check mail to ICAS that frequently ( I checked update on their webpage directly, so thats why).

Well now at least I know that.

I am ready to send my docs for French Speaking OINP.
My bank is asking for the address of the beneficiary which is Ontario Minister of Finance.
Should i give the address of the OINP or the Minister of Finance.

are you from europe? If yes, ask for bank cheque that will be done following way:
NON SEPA transfer on address, however as address of delivery you will put either your bank itself or your home. Then ask to put that minister of finance on the cheque only.
 
Dear Vensak Thanks a lot for your reply but i am using an American bank (a Federal Credit Union).
In fact the payee address was optional so i did not give them but they came back with request asking the payee address as its foreign beneficiary. I gave them the address of OINP but asked them to mail the bank draft to my address so that i can forward it to OINP.
Hope they dont mess up and put the address on the draft. I have not seen any draft with an address of the payer.
