Ontario's HCP draw invitation with CRS 435 and NOC 2173(Software Engineer)

My CRS score is 435 and I am in pool from past 3 months with NOC code 2173, is there any chance for me to receive NOI from Ontario under HCP draw? Also, how often does Ontario offers NOI under HCP and is it mandatory for me to know french language to receive NOI?
Any guidance will be appreciated.

Hard luck with the HCP draw held on 31st May, 2019, this time Ontario targeted candidates with CRS 439+ and shockingly along with CRS they targeted people having Non-IT skills.
