Guys, with 988 applications pending what chance do we see Ontario opening up their HCP stream again this year...????

I don't know y? But yes my intuition says that it will open by today.

Sometimes it is because of their server issue, it will be rectified shortly or try to use different browser or different computer.

I have 2 part time jobs and doing full time hours in one of them. I have IELTS 5.5 . CRS core 403.

I applied for OINP.

How much chances will I have to get NOI?

Can we get the same from outland or do we need to present in Canada to get the license?

It depends on each profession and body that issue licence. You will have to check which body is regulating your profession in the province you are going to settle.

Under which stream?
Being 67 points you're ineligible for FSW in the EE. So OINP won't consider you. You must meet eligibility.

I can have an express entry profile, But I won't be eligible unless I can obtain a nomination. Therefore, can I apply or not ?
Furthermore, I am not meeting the 400 CRS point as well. But I have occupation in ICT sector ( Electrical Engineer/ Engineering Technologist)

I repeat, even if you don't have 400 CRS points, you need to have 67/100 point of eligibility in order to be able to open an Express Entry profile.
If you meet the 67 eligibility points, but don't have 400 CRS, if you're in ICT sector maybe you could get a nomination next time they open the HCP stream. That's considering they send PTs to profiles in ICTs with CRS below 400 again.
But in all cases, for FSW, you need to be eligible.
You could find ways to improve your eligibility.
