You can apply for both OINP and PGWP provided that you have a letter from school that states that you have met the requirements for completing your academic program.

Timelines can be wildly inconsistent as there is not exactly a streamlined process.

Heys guys, I asked this before but no one could answer. How long have they been taking to send the nomination itself after the AOR these days?

The AOR seems to be taking 4 months to arrive as of early-mid 2016.
