Ontario PNP for international student with job offer

can some one plz tell me if its true my frnd went to a consultant n he told her that u can still apply for pnp even thought she graduated in june2013 so its been over 2 yrs since she graduated n he sd bcz u have 2 yrs of cec in skill level A job she can apply even now ..is it true?

Int Student with a Job Offer:
Sent pre-screen application April 16, 2015
Received a call from OINP in January 13, 2016 if my employeer still supports the application
Reply on my employer`s follow -up email : "Your application is on the last stage of processing".
Still waiting...........

Sir i wana apply can you help me please i need information?
