Ontario PNP - Can I land in Montreal?

Hi All,
Thanks for all the help and support we get here.

My CoPR says Ottawa as city of destination, since Ottawa Airport is closed for international travel during the pandemic and Montreal is closer to Ottawa than Toronto and more importantly only Montreal has a direct flight from my home country. Can I first land there? My CoPR expires in August and planning to travel as soon as air space is open in my country.

The next question is should I quarantine in Montreal (if permitted) or do i have travel same day?

Was there any precedence of people refused entry in Quebec?
