Current processing time for paper based PR is 16 Months. How do they count the timeframe?

Do they start the counter as soon as they received the application or strat the counter when they actually start processing the application?

- We sent you correspondence acknowledging receipt of your application(s) on January 27, 2017.
- We started processing your application on January 28, 2017.

Got married in March, 2917.

- Including wife in current PR process.

According to the processing times, I applied on Nov 9, 2016 + 16 months = March 9, 2017, I should hear a decision on my profile

Now I included my wife, will they take longer to process? If yes, how long?

I have 419 Points in express entry profile (included wife) if I get an invitation, is it worth paying $2000? If I get picked in next 3-4 draws, I might get PR in Nov-Dec 2017.

Yeah it is totally worth as people these days are getting PR in about 3 months from applying. Moreover, paper based application takes much longer.
In order to guarantee your ITA i will suggest you to take IELTS again and increase your score.

Thank you. Do you know anything about flagpolling? Applying for work permit extension. My work permit expires in 4 months and my employer is paying employer compliance fee.

Wow, well at least you got the approval. Was the salary much different?
 
It was off by couple bucks per hour.
Reason: I get paid hourly+commission.
When my employer calculated the salary by averaging by base+commission.

After the refusal, I went to my MP and got a supporting letter. Also sent a explanation letter.

Understand. Actually is normal the pay stub/contract/letter to be a bit different.
