Hi all - I couldn't find a definite answer so I figure I'd give it a try here and see if anyone has similar experience.
I am trying to get my dad to apply for an Ontario photo ID. Is it possible for him to get one by just bringing a passport with him?
He entered Canada as a visitor with eTA and has no valid visa. If proof of address is required, I was thinking to sign him up on a phone plan and would that work?

But he is not resident of Ontario.

Agreed with the response given above. He's not a resident of Ontario and so I don't think he would qualify for one.

He can sign up for a prepaid plan as a visitor.
 
He lives with me. So i guess i need to somehow get him on the utility bill to prove it?

He can't "live" in Ontario on an eTA. He is only visiting and staying with you temporarily.

You can certainly try adding him to the utility bill. I don't know if that will be possible or not. But you can certainly try.

Don't have a "visitor visa". eTA is essentially just an electronic record, which is why I am confused.

Agreed. One option would be to apply for a visitor record although this will take several months.
