I received an email from OINP when I enquired the same question and I have to apply under human capital priorities team. With ref to the email below, does it mean that I cannot apply ever as the registration is closed or I have to wait.

Dear Gayathri,
Thank you for your email correspondence to the Ontario Immigrant Nominee Program (OINP) mailbox.
If you receive a Notification of Interest (NOI) from Ontario, you do not need to contact the program first before applying. Once you receive a NOI, you may proceed directly to the OINP e-Filing Portal to submit an application (provided that the stream is open).
Under the French-Speaking Skilled Worker Stream, you must submit your application within 45 calendar days from the date your NOI from Ontario was issued.
Under the Skilled Trades Stream, you must submit your application within 45 calendar days from the date that your NOI from Ontario was issued.
Note: the Human Capital Priorities Stream has reached its current registration limit and no additional registrations for this stream can be accepted at this time. If you have already registered for Ontario’s Express Entry Human Capital Priorities Stream, you must submit your complete application through the OINP e Filing Portal within 14 days of registering a profile. For more information, please visit the OINP Updates section of our website.
You must have a Comprehensive Ranking System (CRS) score of 400 or above to meet program criteria.
However, there is no CRS minimum under the French-Speaking Skilled Workers Stream.
