Yes, they request docs for QA in July; not they made objection for degree.
Perhaps the objection about 2+2 vs 3/4 (like wise many other reasons) appears to be fall out POST the docs requested by Ottawa for QA in July which PNP is revisiting each of those marked in QA; and ensuring the correctness of application and nomination

True. Call them or contact them directly. Obviously, it is an issue for all candidates from Pakistan.

I believe it is the Pakistan Education System as a Whole not only one person. You need guys to establish that 2 years certificate is equivalent to 3 years bachelor in Canada and it is a Bachelor degree in your country. The way is to compare credit hours. I am sure you cover in 2 years what others cover in three years. Coz in my country engineering degree is 5 years for a bachelor but in Indian it is covered in 4 years.

As said before:

1- If your 2+2 come from the same institute in Pakistan with no time Collapse, it is between you and your institute to figure out a letter or sort of documentation that can be manufactured to be open for interpretation.

2- If not, drop to CIC a letter asking for time till you get the Canadian certificate, then contact WES and explain your situation. I am sure you are not the first one who has done so. (2+2 vs 3+1) looks very dummy issue to lose years of work and waiting.

It is more challenging for those who has only 2 years but it is not a lost case. They need to go for point number 2 directly. Plus all kind of Continuing Education degrees (in the last 7 years, I gatered so many training courses and certificates as I can, in all cases Job market in Canada is not so easy, it is tought).

Another Quick Ideas to back up your application:

1- Subscribe to CFA program, just pay for the fees of level 1 which exam will be in June 2015,
2- The CFA institute has a chapter in Toronto, pay the fees of Joining this Chapter, This will help you in your career even if you do immigrate.
3- Go to Canadian Securities Institute which is a Licensing authority of the Career in Canada. Link is below. There are so many career paths. Pick one, subscribe to some Courses online. Then Tell them all this in Your defense. I was saving all these steps till Decision Made status as you need to start preparing for your relocation. There is an online course called CANADIAN SECURITIES, it is the first step into so many certificates that will help you in finding good job in Toronto. This alos proves that Toronto is your City where you must live to land a good job in Finance.

Susan must be the officer's name.
So every candidate can be a different email address depending on the name of the immigration officer. All will have the root " @Ontario.ca" or ALL got from the same officer. Rest of candidates can you share.

I am afraid that I missed the email somehow. I get around 100-200 emails per day.

I have not got QA email too. I think there are few applicants still waiting for email or their cases have been forwarded to CIC for further processing without ON QA
