I do not want to be politically correct I think your Cousin has a serious problem and he will get a rejection if he did not act smartly.
I have one idea but I need some more information:
1) Does MBA (2 years) is from the same school or academic place as the second place.
2) Is there any time gap in the middle between the two degrees ?
3) if the second degree is an MBA and the first is Bcom which is exactly my case. I presume that he applied as a financial analyst as me.
4) Let him attach all the professional certificate that he can get such as CPA or ACCA or CA that he has (if any) as admission requirement for all these programs are recognizable bachelor degree. Also attach a reference letter from all his previous employer specifying why he is working as a financial analyst with these educational background. it should state statements such that "He is academically qualified to pursue that role"
In case the three above conditions are not met. Like there is a gap in time between the two degrees or they are from different schools. Let him draft an email to CIC specifying explaining his case and saying that he is currently in the process of evaluating his own certificates with a certified Canadian Educational Counsel and he needs more time to be able to submit proof for this requirements. Immediately, he needs to gather as much as possible from the above. POINT (1) is extremely crucial then he will send it Canadian Service provider to obtain an equivalent degree statement in Canada. I will search for a recognizable one and Post it here as I believe we all should do this step as it helps us to relocate to Canada in all cases.
If it is the same school and there is no time gap in the middle, especially if he did not work in any profession in the middle. All he needs is to go to the school and ask for the following:
1- One certificate combining the course studied in the two degrees to count for all his credit hours (if you are familiar of the concept).
2- A letter from the ministry of education or any education counseling firm in Pakistan explaining the educational system of the country and the advantages it gives by separating the program in two phases. I presume that he needs to accomplish a certain academic records before he can proceed to the second level of the program. It is a Paid service.
3- Any national ranking for the university or for the program will be helpful.
4- A reference letter from any PHD in this institute will be much helpful.

(e) How did he get the communication about 'not meeting requirements' (2+2 vs 3/4) ? call/email/post (snail mail) ? BY EMAILED AFTER SENDING 10 QUESTIONS.
he is so worried and got totally confused what to do and how to convince Ontario that he fulfills the requiremnt....
