Ontario French Speaking Skilled or Quebec Skilled Worker: French

Currently I am looking to apply for Permanent Residency. I still need to take the IELTS test and the TCF/TEF/DALF or DELF testing for French. I haven't passed those yet since I'm not quite sure under what program I should apply and therefore unsure as to what test I will have to take.

As French is my native tongue and I have been working in an English speaking country for the last 2 years I would like to make the most out of both language skills. I also have 2 Master degrees and a Bachelor's degree and over 2 years of skilled working experience. No job offer thus far.

Provided I have high scores on both French and English testing and I want to make both English and French really count, am I then correct saying 'Ontario's French speaking skilled worker stream' under Express Entry or 'Quebec Skilled Worker' program' would be my best bet? I know that in the case of Ontario I can't really do anything, they pick the candidates.

Any other thoughts on the matter? Greatly appreciated.

As far as the French test goes, I think I'd recommend doing TEF. Because Mon Projet accepts a whole bunch of tests, including TEF, but Ontario only accepts TEF.

I'm not sure, honestly; I've not really looked into French-speaking streams. Sorry.

You certainly qualify for both, although I have yet to hear a recent NOI from OINP on this forum, even from francophones. It's up to you to decide which province you'd prefer to settle in. I think PEI also considers francophones.

when it comes to french streams - Ontario and New Brunswick, here is the current situation:
1. Ontario - you have to reach at least 67 points in their ranking (similar to the old ranking). That is from Education, 1st and 2nd language, age, work experience, adaptability (in this case studies or work in Canada and Ontario).
Up to that they require your French level to be at least on level CBL 7 (B2) for all 4 skills and English to be on the level of at least CBL 6 (B1) for all 4 skills.
As for work experience only experience in work positions for 0, A or B count. Plus it has to be employemnt by 1 employer that is longer than 1 year and 35h per week minimum.
They send EOI by themselves. Once you get that you can put all documents for them to get provincial nomination

2. New Brunswick - like Ontarion you need to reach those 67 points in their ranking (conditions are almost the same). You need to have CBL 7 for all for skills for French but they do not require English as a must. Attention here it is also required to have French as your first language.
Attention, they do have something as on demand occupation list. And also it is not clearly stated on their website, it looks you still need to hit combination French + occupation from the list to have chance to be nominated.
Here it is you who sends out EOI and you can send 1x each month. If they are interested they will contact you and if not they will not.
They do state something like they will choose the best suited candidates. Other than that I have little information about their selection process so far.

3. Quebec - here i have no info so far (I did not investigate this province yet).

processings times for quebec are too long and jobs opportunities are very limited in maritimes provinces such as newfoundland, new burswink ect..
anynore who can manage to obtain good TEF results should apply for ontario if the only option is pnp.
cities like ottawa are bilingual and you are very close to quebec if you really enjoy the quebecois style. just a personal opinion.

It seems Quebec and Ontario both are open for you. You prefer to live in francophone city or anglophone ? Now up to you. Process for Ontario is much quicker.
