Guys, entering the EE pool of candidates is NOT applying!!!! Even if you had an EE profile before YOU DID NOT APPLIED TO CIC YET!! All you did was enter the pool. ;D

CIC applications are only if you accept and APPLY after an ITA, or if you have previously applied for a STUDENT PERMIT or WORK PERMIT. So unless you have applied before, answer NO

The quick rule is: If you paid CIC directly for something + sent a bunch of documents and forms = you applied. If not, answer NO.

Now, my only question is regarding visitor permits... I consider it a YES if you have applied for a visitor visa before (technically, you are applying to CIC)... But I need confirmation on that... What do you think??

Is this open for candidates outside of Canada who never had Ontario expreience nor education (for that matter no Canadian experience nor education)

its open for everybody even if you are outside canada as they have cec and fsw category for eligibility. also but you have to show your ties to ontario while applying any reason.
 
This program is not friendly towards undergrads of Ontario universities on PGWP even with 2years of work experience.
I find it discriminatory.

So, when you create a profile, I understand you apply for Express Entry, just for the fact of creating a profile. That is, entering the pool is apply to Express Entry. Then, when you receive an ITA, you can apply for PR.

Anyways, if you reply "yes" to that question, a new one comes up: "Please provide the Express Entry file number". Maybe here it could be key to decide if "yes" or "no" is the correct one. So, when you create a profile, you get a "profile number" (one letter followed by numbers). Is this one the "file number" required?

I donno... My understanding is that even if it is for EE you still have not applied... Just created a profile. In this case, 3 letters are making all the difference "pro" between "FILE" and "PROFILE", you know what I mean?? IMHO it goes as follows:

PROfile Number = the one everybody gets when enters the pool of candidates. Relates to the profile you created on EE system...

FILE number = the one a CIC agent gives you after receiving your application, confirming payment, and opening a FILE with your name on it. Only for ACTUAL VISA PROCESSES... not for this crazy lottery that are the EE draws...

Anyways, that's my 2 cents on this... I am saying all because I answered yes (I have applied for an open work permit before... app still being processed) and the very next thing it asked was for the UCI number... which is yet another breed of numbers (Unique Client Identifier)... A CIC ID of sorts...

I hope this helps... It got a bit confusing but I think that is the bulk of it... The difference between a "File" and a "Profile"... sounds close, but are very different things...

I would say I had to wait for an hour or so, but this time I provided a different email address for when I applied the first time to EE. not sure if it makes a different, but just played smarter :)

Did you chose "Yes" to the question when asked " Have you applied to EE previously ?" ALso how long after you submitted the profile you got the email ? What about your provincial nominee condition say ? Did it say Met or Not met before you got the email for nomination ? Can you please describe what you did differently this time ?

Initially Ii too selected No, but after reading a few posts, I went back and changed my answer to yes.

The next question comes up asking me if I had applied to EE before? selected yes.

Next question: What is your UCI number?? I assumed it is profile number.

When I entered it, it wasnt accepting it. The help mark explains it to be 8 digit number.
So now I entered the numbers only of EE profile. Again error..
So I was about to change my selection to No when I noticed a new row added just above the " enter your UCI", thats is to enter the previous EE profile number..So I did..

I just wanted to play safe, incase they ealise later that I already had a EE profile, as it lists in my CIC acocunt. And did wanan take any sort of risk(mis representation)!!

I deleted my old profile and created a new one yesterday evening.
Now everything looks fine and score is 418.
