Ontario EE cap at 5,200 for 2015?

Is this cap for everyone in Ontario applying under EE?
Or just people who have PNP and applying under EE?

5,200 wow, that's unnerving . It's important to get in very early.

Its for people who want to apply for provincial nomination in Ontario only.
Ontario nominations are employer driven so not a whole lot easier than trying to get an LMIA.

Every year, Opportunities Ontario's nomination target is capped by Citizenship and Immigration Canada. Ontario’s allocation for 2015 has been set at 5,200. This includes nominations for both PNP and Express Entry."

Exactly. Why would they mention Express Entry in this?

It means for ppl who have ontario pnp nomination and they apply via EE though still opnp quota is not opened yet on EE but it will get soon in few months.
