Ontario’s EE Human Capital Priorities stream from BC

Hello,


I am thinking of applying for Ontario nomination but I am currently living and working in BC, since leaving the country is not required during COVID how can I show the intention to move to Ontario?

Should I apply for Ontario and wait for my PR then move to Ontario or should I move to Ontario before getting nomination or maybe just before getting the PR?
