Please read the section in LA PR email in regard to not submitting passport under certain circumtances. It states clearly that do not submit your passport if you intend to give birth to a child prior to landing in Canada. If this condition apply, you should notify LA immediately and advise them where the birth is expected to take place. Then it states that if you fail to do so, ......
I guess you might have one of the two following ideas at time of your PP submission.
1. You thought if your new child is born in US, then he/she will be a US citizen and no need visa going to Canada. It is completely wrong in immigration regards. I guess that rule is only for temporary visitor.
2. You wanted to land in Canada prior to your new child is born since if LA return your passport within their stated timeline 15 business days (3 weeks), you would have a chance to land and give birth to your new child in Canada. If so, you should notify LA too since it is cutting so close to your planned date.
Now I think you have to and immediately contact LA for your situation and reiterate idea 2 I mentioned above, even though you might have idea 1 in your mind before.
