Applied with all necessary papers, my NOC is 2171 and Still on H1B

No, In my Nomination letter it mentioned to send the application to CIC no later than Nov 23rd,2009.
So sent it on Nov 14th.

I was reading something pretty discouraging on some of the other threads.....that "Alberta is sending out letters to the applicants with IT NOC codes that their files have been closed due to IT jobs not being under pressure at this time"

What are you seeing out there - anyone who has IT NOC code and in CIC process and actively looking for jobs....what are you seeing out there ? no bites ? or is it just another way to slow down the overly popular program..

My marriage date (date1) is different than the date (date2) it is registered. In the certificate it is specified as the marriage is registered on date2, it doesn't specified about actual marriage date. I am confused which date I need to put. Does anybody in the same situation?

I believe its very common to have a marriage registration date to be different from date of actual marriage.
I too had my marriage certificate stating date of registration after a few days of marriage, although on my certificate both dates were mentioned. Mine is from Chandigarh, India. Maybe yours is in a different format where no date of marriage is mentioned on it.
I would suggest you to fill the correct date of your mariage on forms. The date of registration on marriage certificate is not going to negate your declaration on form.

Today I mailed the CIC application to Buffalo. In the money oder by-mistake I wrote payee name as "Receiver General of Canada" instead of "Canadian Consulate General", will it be a problem?

This might be a problem if they cannot draw money.
And if they cannot......they will return ur application right away.
Don't worry, you will not lose much time.
just stay positive and wait...who knows if they can receive money under receiver general of Canada name too.

Should I send using Money Order, Bank Draft or Cashier's Check? And How would I be able to check it?
Please advise as I am ready to submit application to CIC.

I got a money order (MO) from walmart, its a MoneyGram MO.
it costs only 60¢ for getting it.
Has a 800 number which u can call and use automated system to check status 24 hours. Much better than any other tracking method.

I got a Cashier's Check from my bank Wachovia and it did not cost me any money since I had a Crown Acct with them.
It did not have a 800 number to call, but I was able to walk into my bank and they gave me a copy when the check was cashed. More importantly, it has the bar-code of the tracking number that CIC would later send me. So, I was able to start tracking my status @ CIC even before they told me.
