The AINP will not re-issue you a new certificate to reflect the changes to your family composition.
You are only required to notify the Citizenship and Immigration Canada (CIC) office where you submitted your application for permanent residence about the change(s) to your family.

May be he should draft a letter to LA consulate stating everything.
