Just want to share my experience guys. I applied for my parents visitor visa on 4th July. It was processed at BangaloreVAC.
Elgibility review started on: 15th August.
Visa approved: 16th August
I asked one of my relative in Canada to call cic in their Canada number..The IVR machine responded like - “ review of your eligibility is not started, you do not need med exam, interview or fingerprints”. Submitted my application on July 13th. Not sure why they are taking time to start eligibility review.
Applied on 20th July at vfs chandigarh, shows file is being processed at canada visa office chandigarh

TRV applied for Father, mother and sister on 11 July 2018 paper based Delhi. Linked it online recently.
27 August- It's reflecting your application is approved
Submitted detailed application along with proof of funds from my father bank account only and ITR copy of all three.

You should have heard by now or you should be hearing pretty soon. Currently visa files of first two weeks are being looked at.
Applied on 20th July paper base at chandigarh. Got passport with visa stamped till passport validity today I.e 31 August
