Canadian government is least interested to distribute ita's to everyone. They did in past and now they have learned alot. They need to fulfil their requirement only not to fulfil willingness or wish of individuals. The score might not come down and would remain constant as long as they are getting candidates as per their requirement. Their working is the collaboration between companies and government. They are concerned to improve their economy only. For that they need quality candidates who can serve for country for a longer period and pay taxes.

Inshort, they dont need to fill land with people now, they need land to be filled by quality people only.

If you guys have read the mid-year report from CIC, they have clearly said that this year most/if not all
of the ITA`s would be issued for people with job offers/pnp`s, and they expect the percentage of the candidates
with job offer/pnp`s to be high due to backlog. However next year as the backlog will reduce, the scores will go down.
and we can expect the same trend in 2017 too.
