Online Student Visa Application: Passport photo file URGENT HELP REQUIRED

Submitted student visa application online last week. Had photo taken at store that specailsies in passport photos. Gave them the specs for online file (see below) all seemed in order. However the photo dimensions look too big from what I can see when I open file using windows photo viewer. The store assured me that they use this file to produce actual passport size photos. Assuming all was well, I submitted application before looking into this in further detail as time is tight. However as a result of further conversations with others who are in same boat I would like to know if CIC have software to get photo to correct size or will they ask me to resubmit photo? If later, will application return to bottom of the pile again? HELP! Time is tight!

FILE SPECS BELOW:

Document: Digital Photo
Dimensions:
The final frame size of the photo must be at least 35 mm x 45 mm (1 3/8" x 1 ¾").
The photographs must show the full front view of the head, with the face in the middle of the photograph, and include the top of the shoulders.
The size of the head, from chin to crown, must be between 31 mm (1 ¼") and 36 mm (1 7/16").
Digital dimensions are often expressed in pixels or DPI (dots per inch). The physical dimensions in pixels must be at least 420 x 540.
Quality/Resolution:
If an existing photo is being scanned, the minimum resolution must be 600 pixels per inch.
File Format:
The file may be submitted in JPEG or JPEG2000 format.
File Size:
The final size of the image should be ideally 240 kB (kilobytes), but not less than 60 kB.
Colour:
The image must be in color (24 bits per pixel) in sRGB colour space which is the common output for most digital came

Not what I was asking: I know the specs are correct I downloaded them from cic site, but the photo on the jpeg file that was given to me doesn't seem like right size (too big). Having submitted something which may not be correct, my question is does CIC have ability to size a photo to fit their requirements or will I have to resubmit? If I have to resubmit, will I go to back of queue?

No no just relax u dont need to submit again let it be like it is...its not that important

I also have issues trying to get my photo made.

I've been going to all sorts of stores here in America that do passport photos, but for us, the passport photo sizes are completely different than a Canadian Study Visa photo. I've been trying to explain this to the people who do the photography at these stores, and they don't understand how to change the sizes. I'm at a loss at what to do, myself.
