Does your brother not have a mobile data plan? Having any utility bill with his name would be very advantageous to convince case officer.
If not, maybe add one month Canadian bank statement that shows him making recent transactions. That might help.

That's perfect. The more proof you have the better. Try and send it as soon as you can.
I have already uploaded that along with his PR card and DL.... No response from CIC
Add it with marriage certificate and wife's name on the home title deed/utility bills.
Ok so I will send the following:
1. His DL
2. his Rogers June 2019 bill
3. His 407 ETR June bill
Will that be enough??
I don't want to add complications of his wife's name and marriage certificate.
My other brother immigrated in July 2018... Can I send his docs too????
