What are you planning to use that for? I take it you're in Canada on an 'inland' application ie. "waiting for a landing date". I've seen a very senior member here post that once you leave Canada, the TRV that they (might) issue you would cease to be valid.

As I understand it, short vacations are allowed. Are you non visa-exempt and expecting not be allowed to re-enter Canada? Although, re-entry is never guaranteed.

In general as someone who requires a TRV to enter Canada, you have to get this TRV from a visa office outside of Canada.

As an inland applicant with application in process, and who requires special TRV to enter Canada, I don't think it's possible to leave Canada until you have full PR. Any implied status you have in Canada right now would end the second you leave. So if you did leave you would be at a very high risk to have troubles re-entering Canada, and putting your entire PR application at risk.

Unfortunately CIC has pretty much zero sympathy and is not allowed to bend the rules, no matter what the personal situation is of the applicant or the reason they need to travel.

Yes you might be right, but I spoke with CIC Call center and the Agent tells my there is a 50/50 chance to enter Canada only with valid work permit. The decision will be made at port of entry from CBSA officer and because I am entering Canada from the US will be much easier ??? I dont know what to do, we paid tickets, hotels, rent-a-car ?!?

Would you really gamble your entire PR on a 50/50 chance???

If you were denied entry, your entire PR application is abandoned and you would need to leave Canada immediately after. Hardly seems worth it for a vacation to Florida.

I am staying in Canada 3 years without permission to leave even for vacation, I feel myself in prison for nothing...

Agree 100%. A 'work permit' does not grant you "entry" into Canada at all. That would be a huge favour on CBSA's part (and I've only ever met grumpy ones). In line with Rob's comments, go to Florida next year. If your PR is "nothing", GO FOR IT!

Also not sure if they intend to drive or fly down to Florida... but if flying then without a TRV a non-visa-exempt passport holder will not even be allowed to board the plane from Florida. The airline check-in people must see a TRV before they allow boarding back to Canada, they won't care about an OWP.
