Online application for TRV. Applicant in india. Visa stamping in USA possible?

Hi All,

I am new to this online visa application system. We submitted online application from India, however, i am not sure if we will get response from CIC before my mom has to begin her trip from India (first to USA, then to Canada).

I am wondering if it is possible to get visa stamping done in USA if their response comes after she would have left Infia (already has USA visa). Any one ever tried it?

not a wise thing to book tickets for canada before visa confirmation.
