He has WES for 3 years Bachelors and one year diploma in Canada.

Can he avail the points for:
"Two or more Certificates, diplomas or degrees. One must be for a program of three or more years"

and

points for:
"Have you earned a Canadian degree, diploma or certificate?" (Study in Canada = 15 points)
