One Confusion In FSWP

Hello Friends

we all are travelling for same destination. So, I need help from you guys about my path.
I know that only Category 0,A,B only comes under FSWP and Software Engineer is not in this occupation List. Can a Software Engineer apply under this Program?
If yes,then is it necessary to have employment letter?

Software engineer does fall under NOC O, A or B. It is NOC 2173, and hence NOC type A. We don't yet know if there will be an occupation list for the new FSW. If they don't produce any list, then you will be eligible to apply, without employment offer starting in May.

It used to be so before, but the picture is not clear at the moment if it is only these NOCs or for all NOCs...
