Once your CC is charged, what steps have been taken by the CIO?

Does that mean that my application is considered complete and there are no other documents needed? What exactly is the next step called "eligibility review"? Can you application be returned (along with a refund) for missing documents or since my credit card was charged, it was determined that all documents required have been accounted for by CIO? What under the "eligibility review" usually will result in return of the application?

The reason why I am asking is that I just realized that I may have forgot to include a professional certification possibly needed for processing. However, since my CC was charged, does this mean in all likelihood the document is not needed to allow processing?

The fact that CC is charged does not mean PER by default. Not providing certain docs like transcripts could lead to NER as one won't be able to claim points for edu. But as it is prof cert, u might just make it thru.
