Hello all, one of my employment reference letter was issued 8 years ago with no NOC and salary details. I contacted my reporting officer to get a new one. However, he is retired and could not reach him. The HR is refused to give new letter. Would it be ok to submit reference letter with no NOC and salary details? I will submit my offer letter in my LOE, which has salary details but no NOC code. Please give me some advices on this issue.

There are no CRS points for this employment (1.3 yrs). I got points from another employment (3.4 years).
