Please if you know, trying to show ties to ontario

I visited once and looked for a job in my field. THe company decided not to sponsor me.

Should I mention that I was a tourist looking for a job in Ontario, or is that against the law?

to look for a job while a tourist...
 
Yes you can include all your previous visits to Ontario.
You can apply for a few jobs in Ontario now and include the print outs of the job application emails as evidence.
All this has to be included in the "Intention to reside in Ontario" section of your application package.

How do you know the Application Received Date? Is it basis the acknowledgement from the courier company or Ontario Immigration office acknowledges.

I have also submitted my OPNP application and trying to find where to check if the application is complete and its status.

Please share any update if you have.

Application received date is the date your application has been received by OINP, but not yet opened, it goes into a queue.

Acknowledgement of Receipt (AOR) is an email which you receive once OINP has opened your application package and checked the completeness of the documents and then the DD is encashed. As part of the AOR or Letter of Acknowledgement, you will get your file number and receipt for payment of CAD 1500.

On an average it takes around 60-90 days to get an AOR.
