Thanks for clarification!I also called the office and they told me that it's delayed due to backlog and the holidays as there are fewer immigration officers available to access, they told me that you should see a decision between the first and second week of January
regarding the above article that you shared, If your nomination came in Dec 15th draw then you might be out of that 8800 range again one thing to notice is that they issue the nominations it doesn't mean that all of them will actually apply for the same and because fewer people are applying they are doing the draw.

as per the above site as of 2020 they have issued the following a number of NOI for OINP (This includes Dec 15th HCP and Nov 12th HCP)
HCP - 6716
FSW - 902
Skill Trades - 1464
Total Issued is 9082 - and their Quota for 2020 was 8800 they are over the quota if all the nominations that are issued actually converted in the application. despite, I think that's too much to accept.
Nevertheless, If I go by numbers if a number of applications are the same as the number of NOI issued then also I believe whoever has applied by the 15th October draw should be good and see the decision soon.
based on the above theory I kind of agree with the person who answered my query when I called the OINP office today.
