Tech Draw: Issuance of notifications of interest by targeted occupations under Ontario’s Express Entry Human Capital Priorities stream
On September 28, 2022, the Ontario Immigrant Nominee Program (OINP) issued targeted notifications of interest to candidates who may qualify for Ontario’s Express Entry Human Capital Priorities (HCP) stream.

You may apply to the Human Capital Priorities stream if you:

  • received a notification of interest on September 28, 2022
  • can demonstrate that your work experience was in one of the eligible National Occupational Classification (NOC) codes listed below.
The OINP targeted candidates with a comprehensive ranking system score of 496 and above and work experience in the following NOC codes:

  • 0213 – Computer and information systems managers
  • 2147 – Computer engineers
  • 2172 – Database analysts and data administrators
  • 2173 – Software engineers and designers
  • 2174 – Computer programmer and interactive media developers
  • 2175 – Web designers and developers
Your application may be refused if you don’t demonstrate work experience in one of the eligible NOC codes.

If you received a notification of interest, you don’t need to contact the program.

Why would anyone take this NOI when regular draws are happening at 504. This draw will have no submissions. Thoughts @NikSharma01
I agree. CRS cutoff of 496 will be reached in a month or two by regular Express Entry draws. Also, I think the processing fee for OINP is comparatively very high.

Ontario is known for stingy EE-PNP draws
Not sure why, probably because of paper PNPs are much slower so they can keep people for longer lol

Well, I already mentioned the resumption of HCP draws and was expecting it to be a huge OINP draw with higher cut-off too!

Talking about your concern, let me give you an idea using the technical analysis.

CRS score distribution of candidates in the Express Entry pool as of September 26, 2022

If you look at the above mentioned data as on Sep 26, 2022 then we can see there are about 4890 (4411+479) Candidates in the range of 501-1200. Out of which 3750 candidates were invited in the recent federal draw; who automatically got disqualified for OINP and will be proceeding with Federal ITA.

Therefore, out of 4890-3750=1140 people are still remaining in the range of 501-600. If there will be less no. of candidates with 500+ CRS, then it will shoot the score below 500 quickly. Meanwhile, new applicants will keep entering the pool with 500± score.

Further, as we can see in the range of 491-500 about 6k candidates are waiting. Obviously, many candidates with OINP ITAs would prefer to proceed with OINP out of desparation or individual profile factors; while other candidates would prefer to wait for the subsequent Federal draws to witness the CRS score reducing further and save the CA$ 1500/- given the 45 days period to apply for OINP.

This is my overall analysis of the pool. Hope this would help you to understand the trend.

Hi, I am still not clear why this draw will have no submission. Why people with CRS score around 500 would prefer general EE instead of OINP HCP? Thanks.
Would you like to pay an extra 1500CAD + It'll take 6 months for the processing of the nomination? I hope this helps in understanding. If not, then may god help you.

Ok I got it thanks. So, if the scenario of no submission comes true, does it have any impact on OINP HCP draw?

Hi, I received NOI in Tech Draw Dec 19th 2022, after submission of EOI in OINP portal my file shows status as Submitted and EOI Score as 0. Need to know why score shows 0?
