OINP RELATED - Withdrawal and resubmit

Hello all,

My OINP application is stuck since a month in 'submitted'. I'm suspecting a glitch or some other outlandish reason as my application seems to be lost among others.

My question is - 45 day period for submission of application after receiving NOI is not yet over. Can I withdraw this application and re-submit a new application under the same NOI? Im hoping atleast then my application will come back to their notice.
