OINP Question

Today I have gone to their website. And what I found is a bit shocking Ontario has not mentioned that a Candidate should have minimum of 400 points. I then opened their new guide and even in their they have not written it. If anybody has seen it written somewhere on their webpage please correct me We have seen applicants with 400 and more receive NOIs.

If its not written than what would be the case? Because ontario knows that if scores fall more they can give NOIs to applicants that are below 400?

The new guide for human capital stream has following - Page 8 under section 2.1.6

All applicants must score a minimum of 400 points in the Comprehensive Ranking System (CRS) in IRCC’s Express Entry system. Your score must remain at or above 400 during both the Ontario nomination processing stage and at the federal application for permanent residency processing stage.
If a change in circumstance results in your CRS score falling below 400, it is your responsibility to inform the OINP.

I downloaded the latest one on Feb 21 2017. This is the latest one on their site.

I have just downloaded the latest one of Feb 23, 2017. It also states the same under same section.
