OINP >>> PR Language Proficiency

Applied OINP International Student with job offer Stream and got it by last week.
I am preparing to apply the PR but I am not sure if it needs the language proficiency or not.
They didn't ask me for the language proficiency when I applied with OINP.(Job: NOC 2281 Level B)
Please advice.
