As far as I understand they have re stated the 400 point criteria, which is encouraging. Considering the rumoured 450 point cut off.

Still no news on when it will open for human capital which is sad.

Doesn't look it, except someone mentioned that as it now said IRCC have a pause on applications instead of Ontario, it could be an amber light for something to happen soon.

not only that. They have said we have to maintain 400 throughout the oinp application process and federal process. Does this mean IELTS scores expiring will make impact if we dont maintain 400 up to PR ?

I think except age all the things need to be maintained.

But this was always the case, don't particularly understand the need for re stating it on Oinp site.

In theory, yes. You need to maintain 400 points so yea, don't fail your IELTS!

they contradict to their app. Guide which says only upto submission

"OINP recommends you take your official language tests within one year of
submitting your application to OINP to ensure that your results are valid when
you submit your application for permanent residency to IRCC. If your results
expire before you apply for permanent residency, you will need to retake the
tests."

This is confusing

That's not contradicting, it's saying to make sure your IELTS results are less than a year old when you apply for OINP. If they do expire before your ita, you have to retake them (making sure you don't get low enough marks to drop below 400 overall).

yes but now they say throughout FEDERAL process and not only upto ITA

there is no blocking on the federal side.they have only restated that human capital stream is on hold and that you need to keep your points up to federal part (that is in case that you managed to put down application beginning this year). That statement does not mean that they cannot change rules upon reopening human capital stream.
Also in that statement there is no time hint when they might reopen the main stream (unilike before). That is more like to answer all those calls and mails about when they will reopen in November.

your score will freeze the day you recieve ITA. unless you will have to reject it and wait for another one you will be done with score keeping pretty fast.

I don't think so. According to my knowledge, which may be wrong, scores are freezed when you receive AOR for express entry application.

If someone interprets this with basic English knowledge.. pause is different from stop, and anything that is paused generally resumes from the point where it halted, where something that has been stopped always gets a fresh start. Quite optimistic, isn't it?! ;D
