I think it's the other way around, i.e : scores are dependent on draw size, as the 1st point in ministerial instruction is always about the number of invitations to send.

Heres my guessing how it works : The officials pick the number of nominations to be sent for each draw, dependending on this number they would now pick the cutoff score. eg:
1. no. of nomination is set to 800
2. score of 480 has 780 nominations and score has 479 has 820 nominations.
3. in this case CIC would go with 480 cut off score and send out 780 nominations.

Again this is just my thinking based on the trends of nominations issued and ministerial instructions.
 
I went to their office and asked about my application status. They said it will take another 5-6 weeks for result. They are literally playing with applicants.

that is the reason they are holding the nominations. how can they give nominations to all in few days. is it like college admission list they will put on the board.

Finally got my AOR. Apparently they sent it on the 19th July, but I never got it. The address in their mail looks fine, but still never got to me...
