It has been two weeks since my application is referred to a senior processing officer for a decision, but I haven't received my Nomination yet. Is it normal?

Hey guys, I know this may be a bit early, but I had a question regarding what happens after we get a nomination (since I've been reading different things):

Does the nomination we get through OINP count as 600 points towards an Express Entry application? I applied under the OINP Masters stream and have heard/read conflicting answers regarding it.
 
I sent my app first week of January but my problem is my ielts will expired at 24 of July and I book my next test in 29 of July should I inform Ontario about my book or not. What's your advice.

I don't know how their nominations for Master's stream work, but for their Express Entry streams, the nomination is through the EE profiles of nominees where people receive a message and they can either accept or decline the nomination.
I have read somewhere about OINP nominations where nominees receive a certificate with a unique code which can be entered into EE profiles (if I am not mistaken)
Maybe other forum members can provide more clear details

Application Received by Ontario: 07/01/2016
AOR: Waiting
Points: 403

I have a query for u guys and really seeking for your suggestions/advice . My CIC points will decrease by 5 points in the month of August which will bring it down to under 400 (398). So, my question is, what if i do not receive an AOR before that. Will that mean that my application will be rejected and i will have to try and increase my score and resubmit it in the month of November :(

Is there anything which can be done in this case?

if the decrease is because of age, other factors being constant, it's ok
