I agree with you, however, CIC/IRCC had changed its policy and rejected 60,000+ investment migrants (not the proper name of the stream, but you get what I mean) in 2011/2012?
Majority of the applicants had already sent their applications, and yet, the Harper Government changed its immigration policy that ALL of those 60,000+ investment migrants had their applications rejected, and returned.
Some of those victims tried to sue the Canadian Government, and lost.
Has this incident affect the credibility of Canada as a whole? NOPE, not even slightly.
Would rejecting/delaying the applications of some 6000 applicants affect the credibility of Ontario/Canada? Even less so.
Anyways, I just wanted to say that, any Government reserves the right to modify and terminate their policy, especially to merely prospective immigrants.

The Ottawa government announced on Wednesday that the country’s Immigrant Investor Program, which allowed foreign nationals to gain Canadian residency by loaning 800,000 Canadian dollars (US$726,720) interest free to any of the country’s provinces for five-years was being cancelled with all pending cases being rejected.
Anyway, I am still aiming for Canadian PR. I just wanted to let you guys know that the "credibility" argument is unsubstantiated.
