But YES, I agree with you, those PR uptakes don't have to be Human capital stream. I agree. I retract some of my figures previously.
What you are seeing on those sheets comprises of all the streams. The total nominations that OINP can give out is 5500. 2300/5500 is not very impressive. The stats are not just for EE. That is why I said we have to wait for the mid-year EE report. Only then we will know the figures and from what I know, they definitely wouldn't have nominated 2300 people out of 2700 people in 2016.

Could you please cite some sources which says you can apply for a BOWP without submitting PR application?
As per guideline you cannot apply for bowp, but there are majority of applicants prefer to apply bowp and luckily they got nominated. In my case I would say follow the guidelines of IRCC would be a big mistake for me. I apply visitor and now I am struggling to get nomination.

It's highly premature to speculate the quota for 2016 is over. Let the official communique, report appear on the OINP website.

OR

Let OINP/IRCC communicate to all recipients of AoR's in 2016 that NoM's will not be issued.

Assuming what is discussed in this thread is true. How is OINP going to justify itself. It would be contradictory to their official stand:

1. All eligible applications will be processed till 9 May 2016.
2. OINP can't deny that 5500 - 6000 AoR's were issued by them in 2016. Why? Was it a farce. Will they not honor? Highly improbable.

IF at all OINP backtracks, it would be the most outrageous, outlandish decision in Canadian immigration history as far as I read.

No government, institutions will take such risk of putting the credibility at stake and expose their own quagmire to the world.

The opposition will not spare them, will create a ruckus to counter the party in power, and the news will flash around the world in seconds.

We waited so long patiently. Lets wait and watch the turn of events and decisions. Ultimately OINP has to inform the IRCC. If not the applicants.

Just, recap the same scenario that emerged in Dec. There was a long pause. Subsequently OINP worked and issued AoR's to all.

There are certain policies, procedures, instruction that may be compelling them to pause, go slow.


Let's remain optimistic and hope for the best positive outcome.

Well, then thanks for letting me know. Could you please point me to a few members that you know of who have successfully done this so that I can find out under what circumstances this is possible. This would be useful to me in advising other members now and in the future.

I agree with you, however, CIC/IRCC had changed its policy and rejected 60,000+ investment migrants (not the proper name of the stream, but you get what I mean) in 2011/2012?

Majority of the applicants had already sent their applications, and yet, the Harper Government changed its immigration policy that ALL of those 60,000+ investment migrants had their applications rejected, and returned.

Some of those victims tried to sue the Canadian Government, and lost.

Has this incident affect the credibility of Canada as a whole? NOPE, not even slightly.

Would rejecting/delaying the applications of some 6000 applicants affect the credibility of Ontario/Canada? Even less so.

Anyways, I just wanted to say that, any Government reserves the right to modify and terminate their policy, especially to merely prospective immigrants.

Anyway, I am still aiming for Canadian PR. I just wanted to let you guys know that the "credibility" argument is unsubstantiated.

They can if they want, read the statement of consent you signed in you application

The speculations and the predictions all are scary. We can't assume anything as we have seen in case of AORs they were so quick. Rather than being speculating, Lets be positive!!

Everyone here is getting ahead of themselves. What is happening people? Why is there such pessimism? See, I agree it might take a while but the nominations (or a rejection) but it will come. Just use some commonsense - they could have issued a statement earlier if they wanted to cancel the program. Why would they hire so many temporary officers, issue AORs, send a request for fresh DDs and then reject the applications? Doesn't add up, does it? You may say they did that to ransack 1500 CAD from applications but I think it is outrageous to think that way. Not possible. Even if they cancel all our applications, they have to return 1500 CAD to all of us. Do you think they went through the pain of hiring more officers, getting 1500 CAD only to cancel the applications and return the 1500 CAD? Please think before you post these kinds of comments. As I have already said, we are going through a lot and that is enough - we do not need anymore negativity or unwarranted pessimism. Think before you post. Just relax - let us wait for nominations. They will. They should. Imagine the amount of LOSS they would encounter. Do you realize that they will have to refund the processing fee if they cancel the program? This has happened before - IRCC cancelled the applications sent before 2012 (If I remember) a couple of years back and everyone received their fee back. Again, if they wanted to cancel it, no Jan/Feb/March/April/ applicant would have received a fresh DD request. I am sorry to say but your posts and that of cocoloy's (especially) are not helping in coping with the problem that we are already facing. Rather, these posts induce more fear and restlessness in the mind of the already anxious and restless applicants. Please - before posting such stuff, please think about the recent progress. Fresh DDs, hiring new temporary officers and the recent job posting for the position of "Senior Processing Officer" (A contract job of 5 - 6 months). Nominations will start at least before the next year's quota is announced in November 2016.

Guys... This is for all people who think OINP is going to cancel applications, please refrain from posting anything on this forum... I can understand the frustration aspect for delay but if you have nothing else to do besides venting your frustration I would suggest inculcating a hobby and going for partial digital detox. Spend time with family and friends and build memories that you could cherish when you land in Canada.

Even despite the delay I am trying to add skills that will ensure I find a job in diverse fields.

Has anyone reported any activity on their application post AOR? like phone calls, additional document requests anything at all?
My agent mailed them up on the OLD DD & change in personal information, however haven't received even autoreply let alone replies.

Is that normal now?

I second this opinion. Reading speculating and frustrating mails doesn't help. Guys please maintain positivity here, a humble request to all:)
