Yes, that is why, it is a glitch. Few CEC applicants had their applications rejected (not returned) by OINP lately because of an error related to incorrect calculation of work experience. The system calculates the points one month earlier (for me, the points got updated close to 2 months before). These applicants got AOR and their application was in the final phase and they were rejected after 5 + months of waiting. Pathetic.
If an applicant, who actually would gain 3 years work experience on September 20th and receives a direct ITA in August because of this points increase, s/he shouldn't submit the PR application. S/he should decline the ITA and wait until s/he "actually" completes 3 years (until September 20th).
