Hello, I am applying for nomination under OINP for foreign worker, but my work permit is soon to expire. I don't have an LMIA. Can I apply to extend my work permit while I wait to get a nomination?

No. So you have been selected to apply for PR? You cannot get a work permit until you apply for PR, have work support letter, and AOR. All information is on the OINP site.
When you say you don’t have LMIA do you mean your current work permit that is about to expire is LMIA exempt work permit? Because that’s a different ball game as you can actually renew that depending on the agreement.
How would your job be LMIA exempt? Francophone mobility, inter-company transfer from foreign office?
So you are not eligible to extend. For LMIA exempt permit, you need your employer to be eligible through a trade agreement/francophone mobility to file for exemption and then you apply for a closed work permit.
