I haved NoI for OINP on 13th May 2020 and submitted the application with documents.

Trying to understand on next steps...
1. How much time Ontario may generally take to respond?
2. Can we apply for PCC-India through BLS-India even before pnp approved and before ITA? is it necessary to submit ITA document to apply for PCC?

Congratulations, it means all the documents which you have submitted were accepted, can you post your time line here, when did you submitted and when the status changes to assessment

OINP draw on May 13 was specific to Canadian experience, do you have any experience in Canada?

But there was another draw for people having crs more than 471 for targeted occupations. CEC people had another draw the same day.
