For me it took almost 3 weeks to move in assessment stage. I think we just need to wait.

Yes you need to share your wes to oinp. Open your wes profile and choose upgrade and share to oinp.

Before you will submit your oinp app they will ask you for your wes number? Did you receive invitation to apply oinp?
