Just ignore this error and submit your application. Its a system error, there is no min. CLB required for spouse IELTS.

No brother. It starts whenever they want after you submit your application but Yes, they need your ECA duplicate report to make a decision.
P.S. Nobody knows when they start processing your application, some get ADR while in Submitted status, some in Assessment and some in DIP.
If you do not authorize WES for OINP on your own, OINP will send you ADR to do so. But it might delay your process for a week or so. Do it upfront for quick processing.
While submitting OINP profile i took my Experience letter from my Manager & now he left the company. Before him I tried to take the Experience letter from HR but i was denied due to strict company policy. Now my question is if i was nominated by OINP can i remove my current job experience from EE which is 1.5 Year (i have total 3 year of experience including current job).

In my opinion you do not need to remove the experience, Instead provide other proofs of your job if your employer is not giving you Experience letter like Pay slips, contract letter, promotion letter, any other company correspondence or in worst case take letter from your colleagues to vouch for your experience.
Post-ITA, be careful when removing work experience under Work History as it may affect your FSW eligibility, and may lead to the refusal of your application.
I still did get the ITA. After nomination from OINP i am thinking about removing the current job. I have pay stub, bank statement for salary, joining letter and letter from manager but i am worried if CIC call and HR say something else.
