I got in and registered my friend. This is the second time I have to go through this and my advice for you guys is to click "submit your application" around 7-8 am and refresh the page with a page refresher extension.

If you get the maintenance message, most of the time that means you're in the queue and you'll "get in" as soon as the stream opens. If you get the high traffic message, it normally means there are too many people already in the queue and unless people give up on their spot chances are you won't be prompted to register.
