I called them today saying I am still in submitted since Sep, the lady answering the phone said she does not think they will process all this year, cuz the allocation number reaching full.

What?? So the profiles are in submitted status have to wait till 2020 and then again 3 months for process?

Congratulations on your nomination!
Regarding your question, if you see the checklist: https://www.canada.ca/content/dam/ircc/migration/ircc/english/pdf/kits/forms/imm5690e.pdf
they only ask for marriage certificate...
Now, in your case.... you will be getting married after your nomination. I've read in other threads that sometimes the official that assesses your application, could thing that you get married only to give the status to the other person. This is very subjective... but if I were you, I would send additional information to demonstrate that your relationship is genuine: bank accounts in common, lease agreements, whatever you have to help convince the official...

Ah! Thank you so much for answering! Do you think photos or copy of plane ticket will do? We don't have bank accounts in common or lease agreements but we've been together before I applied for the OINP. I know this whole marriage plan is time sensitive as I need to submit the PR papers before my nomination expires.

Any hope the stream will reopen by Feb 2020?
I think yes! As they will have the new allocation. This year was reopened in January!
